This is now a quiz type hide, because you'll need to figure out the right place to be in view of the webcam. There is no container or log to sign. I think this makes this hide a QuizCam. 
I think I'll dedicate this one to webcam cache (mystery) - OU023E, which used a similar concept, but different type. Maybe that makes this an embrace and extend hide. 
It's NOT at the posted coordinates. Please do not go to the center of the intersection! Watch out for traffic and pedestrians, and like Mom says, don't play in the street!
Where you want to be is at one of the 4 corners, on the sidewalk. You can try all 4, or guess and get lucky, or figure it out from the view like I did. If you can't figure it out, or if you're very lazy, the Hint is a real spoiler.
Over the years I visited this location several times, but was not aware of the webcams.
To log this cache, get your picture from the webcam and upload. Pictures of the nearby White Flint office buildings are appreciated too.

You'll need to do several things to access the webcam at the DC DOT site, as follows.
Click/check the Montgomery checkbox near the page bottom.
Navigate to Rockville Pk (MD-355) at Nicholson Ln using the map, and click on the locator icon
OR
Using the Select Camera Location pull-down, choose the Rockville Pk (MD-355) @ Nicholson Ln camera
Maneuver yourself into view of the camera, and take a screenshot. This should be doable on the sidewalk at the corner without being in the street.
Note: The White Flint Metro stop on the Red Line is conveniently near this GZ.
