Cache & Dashes are commonly magnetic key holders hidden in a guard rail - somewhere where it is easy to stop, grab, sign, and run. Well, there wasnt a guard rail in this parking lot. D'oh. So the container is located somewhere nearby.
Cachers love being outdoors in the environment and frequently particate in cleaning up parks. Some caching events focus on park clean ups. Many cache containers might contain trash bags encouraging trashers to give a hoot - Pitch In - Recycle - Reuse - And otherwise leave no trace behind. So go ahead, pick up a piece of trash and throw it out on your way out of the park.
